Senator Takubo moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:
Eng. House Bill 2776—A Bill amend and reenact §16-1-4 and §16-3-4 of the Code of West Virginia, 1931, as amended, relating to the State Public Health System; requiring the Secretary of the Department of Health to propose legislative rules to include alpha-gal syndrome on the list of diseases that shall be required to be reported to the Centers for Disease Control and Prevention (CDC); providing specific duties for the state health officer; removing reporting requirement; revising medical exemption process; eliminating state immunization officer; adding physician assistants and nurse practitioners to penalty provision; permitting religious exemption to mandatory vaccination requirements; requiring Department of Health to provide educational materials; requiring Department of Health to create a form; providing no form may be used for liability or as evidence; permitting virtual school student exemption to mandatory vaccination requirements; providing that schools may not prohibit exempted children from school activities; requiring reporting for schools; and providing contents of report.
